The clothing sizes from size 98 are already for 2 - 3 year olds - these sizes are then more likely to be found in the children's department.

The easiest way to measure the size of course with a tape measure. The baby should lie on his back and on the measuring tape. The legs have often bent it, which can interfere with accurate measuring. But that's not a problem - just keep capturing when measuring, which means you always measure piece by piece. Start at the top of the head and bring the tape to the waist and then from thigh to the back of the knee and then to the toe. For two, of course, works even better.
